During the meeting held on 23-10-2004 in the Chambers of Chief Minister, while reviewing the Rajiv Yuva Shakthi Programme, it has been decided that the following other schemes related to Youth in the state will be implemented duly monitoring by the Department of Youth Services.

2. In the aforesaid meeting it has been decided to allot space for establishing Kiosks, Pusphak, Mango Juice stall etc., and 10,000 unemployed youth has to be given through petty business under Rajiv Yuva Shakthi Programme. Concerned departments like Municipal Administration, Medical & Health, and Revenue Departments are to provide space for establishing Kiosks, Pusphak, Mango Juice Stall etc. It has also been decided to ground 2,500 units for the year 2004 - 2005.

Government after careful examination of the above issue in detail hereby permit the Commissioner of Youth Services, A.P. Hyderabad to take up the establishment of Kiosks, Pusphak, Mango Juice Machines, Vegetable Vendors, Coffee machines etc., under petty business scheme of Rajiv Yuva Shakthi Programme in consultation with Municipal Administration, Medical & Health, and Revenue Departments etc. The selection of beneficiaries under the above scheme shall be followed strictly as per rules in vogue. The details will be communicated by the Commissioner of Youth Services.

The Commissioner of Youth Services, A.P. Hyderabad is requested to take necessary action in the matter immediately.

ORDER
 
In super-cession of orders issued in G.0,9"1 read above, Government have decided to launch Rajiv Yuva Shakthi Scheme to focus up on mitigating the problems of un-employrnent. empowering the youth with skills and access in various sectors thereby widening the self employment opportunities. The Rajiv Yuva Shakthi will also focus on involving youth in Community Development and rural re-construct ion  programmes.
 

In the letters 6"1 ond 8* read above, the Director of Youth Services while furnishing the draft guidelines for Rajiv Yuva Shakthi has sought for Its approval.

 

The old groups come under CMEY will not be viable since the modalities have been changed. The main objectives of Rajiv Yuva Shakthi is as under:

 
1. To empower the youth through Self Employment
2. To empower the youth by capacity building including Skills
3. To provide financial assistance to the unemployed youth in the form of subsidy and loan
4. To meet the cost of. training of unemployed youth during capacity building
5. To make the unemployed EMPLOYABLE.
6.
To identify New Areas which have potential for Employment Generation, such as pre-Army Recruitment Training, Training in wage employment (Insurance, Tourism, Para Medical etc.,) establishment of Kiosks for Self Employment, Land based schemes etc. 
 
The Government hereby issue the Guidelines for effective implementation of Rajiv Yuva Shakthi Programme as shown in the annexure appended to this order The Rajiv Yuva Shakthi Scheme will benefit a target of 1,00,000 beneficiaries for 2004-2005.

The Commissioner of Youth Services & Managing Director APSTEP is requested to ensure effective implementation of Rajiv Yuva Shakthi Programme in the entire State of Andhra Pradesh and to sort out any difficulties arising in implementing these suggestions at field level.

RAJIV-YUVA SHAKTHI GUIDELINES
 
The Main objectives of Rajiv Yuva Shakthi as under:
 
1. To Empower the Youth through Self Employment
2. To Empower the Youth by capacity building including Skills

Self Emplovment Schemes
 
1. Rajiv Yuva Shakthi (Individual)
2. Rajiv Yuva Shakthi (Group)
3. Rajiv Yuva Shakthi (Petty business)
 
RAJIV YUVASHAKTHI (INDIVIDUAL)
 
The educated unemployed youth, who are not interested to form into groups, can be considered under this programme for financial assistance preference be given to vocationally qualified individuals
 
a. Minimum education qualifications 10* Pass orFail/vocational etc.
b. Family Annual Income below Rs. 50,000/­
c. Assistance break-up  
  Subsidy 30%
  Beneficiary contribution 10%
  Bank Loan 60%
d. Maximum Subsidy Limit

RAJIV YUVA SHAKTHI (GROUP)
 
The educated unemployed youth can be formed into groups of small size for extending financial assistance to take up self employment schemes.
 
1. Size of the group  2 to 5 members
2. Family Annual Income below Rs. 50.000/-
3. Education Qualification 10th Pass
4. Financial assistance break-up  
5. Subsidy 30%
6. Beneficiary contribution 10%
7. Bank Loan 60%
8. Maximum subsidy limit

 

9. Industry Sector Rs.  60,000
10. Service sector Rs. 40,000
11. Business Sector

Rs. 30,000

12. Project Cost Rs. 3-00 lakhs
 
RAJIV YUVA SHAKTHI (Petty business)
 

The uneducated unemployed youth are eligible 20% for getting financial assistance underthis programme.

 
a. Education Qualification No minimum education Qualification.
b. Income Limit Rs. 50,000/- per annum
c. The maximum project cost Rs. 50,000/­
d. Financial assistance breakup
  Subsidy 30%
  Beneficiary contribution 10%
  Bank Loan 60%
  Maximum subsidy limit

Rs. 7,500/­

 

The schemes like Vegetable vendors. Coffee Machine, Mango Juice machine etc can be encouraged under this programme.

 
GENERAL GUIDELINES
 
1. Individual beneficiary and the beneficiaries as a group should register themselves with the District Youth Welfare Officers through APO, Velugu as per the qualifications.
2. Applications should be fully scrutinized by the APO .Velugu and only those applications who suit the qualifjcations should be processed and forwarded to the District Youth Welfare Of ficers with specific remarks.
3. There will be a District Level Selection Committee under the Chairmanship of the District Collector. Members consists of:

Lead Bank Manager

E.D, S.C. Corporation

E.D. B.C. Corporation

E.D., ST Corporation

E.D., Minorities Corporation

E.D., Women Corporation

4. The District Level Selection Committee will select the beneficiaries
5.
There will be a Mandai Level Selection Committee under the Chairmanship of APO, VELUGU Members consists of representatives of Youth Services Department Banker and representative of active NGO. In-non Velugu Mandai also, the APO, Velugu will be the Chairman.
6. Selected groups/individuals should undergo EDP /Capacity training programme for a minimum 10 days except beneficiaries under petty business scheme.
7. During EDP training, the presence of local banker should be ensured without fail.
8. The beneficiaries will be given Rs. 25/- per day as TA & DA for the period of the training programme.
9.
The project cost will be decided basing on the project report submitted by group/individual and appraised by a committee consisting of Banker, Youth Services representative and representative from Mandai Parishad/Municipality. The same committee will assist the group in procuring the assets and physical grounding of the unit.
10. The subsidy should be released after receiving consent letter from bank.
11. The group / individual should deposit their contribution before releasing subsidy,
12. 4% interest rebate will be allowed for prompt repayment of bank loans.
13. The rule of reservations will apply to the selection of beneficiaries under Rajiv Yuva Shakthi.
14. The Income Limit of family per annum will be Rs. 50,000/- as against Rs. 25,000/- as proposed by Finance Department
